As your constituent, I strongly urge you to co-sponsor the S.5388: the “UNRWA Funding Emergency Restoration Act of 2024,” which would use US foreign assistance to support UNRWA in its humanitarian mission for Palestine refugees.
Recently, the Israeli Knesset passed legislation to terminate UNRWA operations in the occupied Palestinian territory, preventing deconfliction in Gaza that is necessary to facilitate UNRWA’s ability to safely provide humanitarian assistance and putting the education of over 650,000 children at risk. Urgent action by Congress is now more important than ever.
The Biden Administration has recognized the devastating impacts this legislation will pose. In a letter to their Israeli counterparts, Secretary Blinken and Secretary Austin warned Israel that “passage of this legislation could have implications under U.S. law.” Additionally, following the passage of this bill, State Department spokesman Matthew Miller urged the Israeli government “to pause the implementation,” warning that “ if UNRWA doesn't exist civilians, including children and babies, will not get the food they need and this is for us unacceptable.”
Today, Congress has the opportunity to send an important message that Americans support lifesaving humanitarian assistance to refugees in dire need of food, medicine, and shelter.
The UNRWA Funding Emergency Restoration Act:
•Repeals funding prohibitions on UNRWA included in the FY24 Appropriations Bill and the Israel Security Supplemental Appropriations Act of 2024;
•Directs the Secretary of State to rescind the temporary pause in funding for UNRWA and resume funding to UNRWA under current authorities of the Department of State;
•Outlines Congressional support for appropriating critical funds to UNRWA for FY25;
•Requires the Secretary of State to report to Congress on a quarterly basis on the steps UNRWA is taking to implement recommendations from the United Nations Office of Internal Oversight Services and the Independent Review Group to further ensure the neutrality of its workforce.
Every other major donor country has resumed its support for UNRWA, including Australia, Canada, the European Union, Germany, Italy, Japan, Sweden, and most recently, the United Kingdom.
It is time for the United States to join that group and re-demonstrate its commitment to humanitarian assistance.
